Capital Insight and Kingdom Development Advance 572-Unit Affordable Housing Project in Los Angeles

A new affordable housing project is in motion in Los Angeles, where Capital Insight, in partnership with Kingdom Development, Inc., is leading efforts to preserve and expand access to long-term affordable housing near LAX. The initiative centers on the 9750 Airport Blvd Apartments, a large residential complex comprising 572 one-bedroom units within a single building divided into three towers: the West Tower (7 stories), Central Tower (8 stories), and East Tower (9 stories). 

Of the total units, 229—roughly 40 percent—are reserved for low-income households earning at or below 80 percent of the area median income. These units will remain affordable for at least the next 30 years, supported by a combination of financing tools and regulatory incentives, including the Welfare Tax Exemption. City records show that the remaining units will continue to be offered at market rate, contributing to a mixed-income community model. Designed to promote a high quality of life, the complex offers an array of shared amenities accessible to all residents, including a racquetball court, pickleball court, game room, swimming pool, movie room, onsite parking, and laundry facilities. Capital Insight emphasizes equitable access to these features for both affordable and market-rate tenants, reinforcing its commitment to inclusive community living.

As part of the financing strategy, the development team is seeking a $10,000 grant through the Charitable Affordable Housing Program, which would support affordability preservation efforts. The City of Los Angeles, a member of the California Municipal Finance Authority (CMFA), is projected to receive approximately $34,350 in shared closing fees once the transaction is completed—anticipated by July 2025. The CMFA Executive Director has recommended approval of the Initial Resolution, marking a key step toward realizing this impactful housing initiative.

The project is part of Capital Insight’s broader strategy to develop sustainable, community-oriented housing solutions in high-demand urban markets. Founded by Cobby Pourtavosi, the Los Angeles-based firm combines vertically integrated asset management with a technology-forward approach to real estate development. Kingdom Development, Inc., a California-based 501(c)(3) nonprofit, serves as the nonprofit partner, bringing experience in affordable housing development, financial advising, construction management, and public policy consulting. The organization’s mission centers on strengthening families and enriching the lives of disadvantaged youth through housing initiatives across the state. Legal and advisory support for the 9750 Airport Blvd Apartments includes Downs Pham & Kuei LLP as nonprofit counsel, Orrick Herrington & Sutcliffe LLP as special counsel, Jones Hall, APLC as issuer counsel, and Peterson & Price, APC as borrower counsel.
