The San Antonio City Council has approved a construction manager at risk agreement worth as much as $220.5 million with the Manhattan-Joeris joint venture to reconfigure and rehabilitate the two aging terminals at San Antonio International Airport, the next front in a multibillion-dollar push to lift the airport into the ranks of major U.S. hubs.
