Saiko Investment Corporation Proposes 333-Unit Residential Development in Gardena

A major residential transformation is underway in Gardena. Saiko Investment Corporation has submitted a revised development plan for the Normandie Crossing Specific Plan, reducing the project’s density from the originally proposed 403 units to 333 units. The site, located at 16829, 16835, 16907, and 16911 S. Normandie Avenue, is now envisioned as a six-story apartment building with one subterranean level and 75 townhomes, responding to community concerns regarding height, density, and parking.

The updated proposal, referred to as the “Community Input Alternative,” comes after the developer engaged with local residents, business owners, and city officials to refine the project’s design. According to city planning documents, the development seeks approval for multiple zoning and land use amendments, including a General Plan Amendment and a Zone Change, to transition the property from industrial zoning to a Specific Plan designation. In addition, the plan includes a Development Agreement ensuring the project’s right to proceed over the next decade and an Affordable Housing Agreement securing seven units for moderate-income households for a period of 55 years.

The new design by Urban Architecture Lab, developed in response to stakeholder feedback, scales back the apartment building from seven to six stories, with five stories above grade and one subterranean level. The height has been reduced from 90 feet to 70 feet, addressing concerns from nearby residents about the project’s visual impact. Based on the planning documents, the total number of apartments has been cut from 328 to 258, while the number of townhomes remains at 75. The unit mix will provide housing opportunities for a range of residents while also improving the area’s livability.

The updated project now proposes 387 parking spaces for apartment residents, increasing the average parking ratio to 1.5 spaces per unit, compared to the previous one space per unit allocation. Meanwhile, townhome residents will continue to have 150 dedicated parking spaces. Additionally, guest parking has been added to the new plan, with 29 guest stalls now allocated for apartments and 19 for townhomes, addressing concerns raised in earlier public discussions.

Renderings of the revised design emphasize a modern residential aesthetic with landscaped sidewalks and improved pedestrian engagement at street level. The six-story apartment building features a sleek façade with a combination of neutral-toned panels accented by darker elements, creating a balanced and visually appealing exterior. In addition, floor-to-ceiling windows and spacious balconies provide ample natural light and outdoor space for residents. Thoughtful landscaping, including tree-lined sidewalks and green spaces, softens the urban environment and promotes walkability. Rooftop terraces, integrated communal spaces, and an emphasis on pedestrian-friendly features reflect a forward-thinking approach to urban residential design, seamlessly integrating the project into the surrounding neighborhood.

This mix of apartment and townhome styles is expected to integrate well with the surrounding neighborhood, promoting both density and community interaction. At the same time, the development’s location provides access to transit corridors, local businesses, and public amenities, reinforcing its role in the city’s broader housing strategy.

If approved, the Normandie Crossing project will contribute approximately 10 percent of Gardena’s remaining above-moderate-income housing allocation. By repurposing an underutilized and deteriorating industrial site, the development aims to support the city’s long-term growth while aligning with the community’s vision for responsible and sustainable urban development.
