San Diego Advances Vision for College Area Transformation with 26,800 New Housing Units

San Diego is setting the stage for a major transformation of the College Area, unveiling a comprehensive community plan that seeks to reshape the neighborhood’s urban fabric over the next three decades. The city has released the first draft of the College Area Community Plan, a document that outlines strategies for land use, housing, transportation, and economic growth in the 1,970-acre community surrounding San Diego State University (SDSU). This plan should guide future development while fostering stronger connections between SDSU, the surrounding neighborhoods, and key transit corridors.

With SDSU at its core, the College Area has long been shaped by the university’s presence, attracting students, faculty, and businesses that cater to the campus community. Currently home to nearly 24,900 residents and 15,960 workers, the area’s population is projected to grow significantly, driven by increasing enrollment and a growing demand for diverse housing options. SDSU alone has nearly 35,500 students and 1,600 faculty and staff, further reinforcing the need for housing solutions both on and off campus.

According to the draft proposal, a key component of the plan is the ambitious vision for population and housing expansion. The College Area, which had approximately 20,300 residents in 2020, is projected to grow to over 87,000 over the long term. This surge in population necessitates a corresponding increase in housing, with the number of residential units expected to rise from 8,200 to an estimated 35,000, an increase of 26,800 homes. This expansion will accommodate a diverse range of residents, including students, faculty, families, and professionals, while ensuring access to essential services and amenities.

To support this growth, the plan establishes a structured approach to residential densities. Low-density areas, with up to four dwelling units per acre, will preserve the character of large-lot single-family homes, while medium-density zones, accommodating 30 to 44 units per acre, will allow for townhomes and multifamily housing. High-density areas, ranging from 110 to 218 units per acre, will create urban nodes with integrated retail, public plazas, and community spaces. Mixed-use developments will be prioritized along transit corridors to make sure that housing, shopping, and employment centers are accessible without reliance on cars.

Public amenities and open spaces are also a focal point of the community plan. As the neighborhood’s population grows, so too will the need for recreation facilities and green spaces. The plan calls for the development of 59,400 square feet of recreational space, equivalent to approximately 3.5 community centers. In addition, a projected increase in demand for aquatic facilities will require the construction of at least 1.75 new aquatic complexes. To enhance public space accessibility, the plan also envisions multi-purpose turf areas, event plazas, children’s play areas, promenades, and linear parks spanning between 18.6 and 55.9 acres, ensuring that residents have access to high-quality outdoor spaces for leisure and recreation.

Based on the proposal, economic development plays a main role in the plan’s overarching vision, with an emphasis on creating a thriving business district that fosters innovation and local entrepreneurship. The revitalization of commercial corridors, particularly along El Cajon Boulevard and other high-traffic areas, will introduce pedestrian-oriented retail, shopkeeper units, and expanded commercial space to support both local businesses and larger enterprises. By strengthening connections to SDSU and encouraging investments in startups, craft businesses, and job-generating industries, the city aims to promote long-term economic vitality while integrating the university more seamlessly into the broader community.

Meanwhile, infrastructure improvements will be vital in accommodating the anticipated growth, and the plan outlines strategic investments in transit, roads, and active transportation networks. Dedicated transit lanes will enhance connectivity between the College Area and the rest of San Diego, while traffic-calming measures and roundabouts will improve safety and circulation. Expanded bike and pedestrian pathways will support the city’s vision of a walkable community, making it easier for residents to travel without relying on cars. These enhancements align with the plan’s broader sustainability goals, which prioritize improved air quality, health, and accessibility across neighborhoods.

Despite the plan’s ambitious vision, challenges and community concerns remain. As with any large-scale development initiative, balancing growth with environmental stewardship and neighborhood character will be a key issue. 

Community members have raised concerns about potential increases in traffic congestion, parking shortages, and the displacement of long-time residents. Additionally, environmental advocates emphasize the importance of mitigating heat island effects and preserving green spaces within the urban landscape. City planners have assured residents that these concerns will be carefully addressed through mitigation strategies, regulatory safeguards, and ongoing public engagement.

To ensure a transparent and inclusive planning process, the release of the College Area Community Plan marks the beginning of a public review and feedback period. Residents, businesses, and advocacy groups are encouraged to review the draft plan, provide input, and participate in discussions that will shape the final version. The city will incorporate public feedback and regulatory recommendations before presenting the plan for approval to the San Diego City Council. If adopted, the College Area Community Plan will lay the foundation for a more dynamic, connected, and sustainable neighborhood.
