In a landmark move that underscores San Diego’s commitment to enhancing its public transit system, the Metropolitan Transit System (MTS) Board of Directors has approved an impressive $243.3 million capital improvement program budget for Fiscal Year 2025. This decision marks the largest capital investment in the agency’s history, setting a new benchmark for future enhancements and upgrades.

Stephen Whitburn, the MTS Chair and a San Diego City Councilman, highlighted the significance of this decision in a report by the Times of San Diego, stating, “Prioritizing this capital investment in our transit agency will help increase ridership and keep San Diego’s transit system in good working condition with modern amenities and well-maintained vehicles. This is the largest capital improvement program in agency history, and it speaks to our growth and the commitment our region has for transit.”

This budget will focus on maintaining and upgrading the existing infrastructure to ensure the transit system remains robust and reliable. 78 percent of the funds are earmarked for the upkeep of bus and rail systems, showcasing the agency’s dedication to maintaining the core of San Diego’s public transit network.

The Capital Improvement Project is set to fund a total of 64 diverse projects, each aimed at enhancing the efficiency, safety, and user experience of the transit system. Key investments include:

  • $69.5 million for rail infrastructure improvements and maintenance, ensuring the long-term reliability and safety of rail services.
  • $58.3 million for the acquisition of 38 new buses, including 10 battery-electric and 28 compressed natural gas vehicles, aligning with the city’s goals for a greener, more sustainable transit fleet.
  • $38.8 million for the development of overhead charging infrastructure at each existing division, paving the way for a complete transition to an all-electric bus fleet.
  • $21 million for 22 new trolley vehicles, in addition to the $71.7 million previously allocated for the replacement of aging vehicles, signaling a significant upgrade to the trolley service.
  • $21.3 million for the maintenance and construction of trolley and bus facilities, as well as the development of passenger facilities at transit centers, enhancing the overall user experience.

This substantial investment in San Diego’s public transit infrastructure is not just about improving the current system but is a clear indication of the city’s forward-looking vision. By prioritizing modernization, sustainability, and accessibility, San Diego is positioning itself as a leader in public transit, ready to meet the demands of a growing population and the challenges of the 21st century.
