Updated Plans Submitted for Seven-Story Mixed-Use Building in Los Angeles’ Warner Center Neighborhood

A project that was initially proposed to the City of Los Angeles in 2018 is getting a new look. The project, which is being proposed by local developer Levine Family Properties, includes a seven-story mixed-use building with both residential and office space. 

The project, also called Victory Place for its address at 21201 W. Victory Boulevard, is being designed by Urban Architecture Labs. New renderings submitted to the City by the architecture firm show a similar design with scaled back residential units. 

The revised plan shows an updated design that allows for a 20,900 square-foot addition of work space within the live/work units. The addition of live/work spaces reduces the apartments to 221 studio, one-, two- and three-bedroom units. The proposed office space, however, remains mostly unchanged, with 16,510 square feet planned. 

The project was initially proposed as a 244-unit project, which included 61 live/work units, 16,825 square feet of office space and 219 vehicle parking spaces. 

The building’s design remains mostly the same as well, with renderings showing private balconies, landscaped rooftop terraces, a pool deck and an open landscaped courtyard at the ground level. 

The project site is located in Los Angeles’ Warner Center, just off Route 27 and near State Road 101. The site is in close proximity to a number of retail assets and is also a short drive from Pierce College as well the Kaiser Permanente Woodland Hills Medical Center. 

Currently, the site is developed with a 1970s-era office building, which would be demolished in order to make way for the new mixed-use building.  

The Warner Center community has seen a significant amount of growth over the past several years. Created in 2013 by the City of Los Angeles, the Warner Center Specific Plan has allowed the creation of mixed-use, transit oriented growth in the community. Most recently, developer Unibail-Rodamco-Westfield completed The Village at Westfield Topanga, a 30.18-acre entertainment, shopping and dining destination. Another similar mixed-use shopping destination by the same developer is also located within Warner Center. Referred to as Promenade 235, the development features 1,400 residential units as well as a variety of shopping and dining.
