A month after Big Watt Digital and PowerHouse Data Centers withdrew their annexation request and signaled they would build under looser county rules, Taylor has negotiated a development agreement for the renamed 664-acre Taylor Technology Campus that trades annexation for hard setbacks, noise caps, reclaimed-water cooling and $28.2 million in community commitments.
