The NRP Group and Brooks Development Authority have opened Artana at Brooks, a $78 million, 349-unit market-rate apartment community on San Antonio's South Side that carries the Brooks redevelopment beyond the former Air Force base footprint just as new apartment construction across the metro grinds nearly to a halt.
