A joint venture of Austin-based Aquila Commercial, Palmatum Ventures and Glendon Capital Management has bought the 26-story 515 Congress tower at Sixth Street and Congress Avenue from KBS, betting that fresh capital and a local operator can lift a downtown asset that was 82 percent leased this summer as institutional owners continue to exit Austin's central business district.
