Hoque Global said crews have finished the water, wastewater and drainage systems across its 280-acre University Hills development near Interstate 20, clearing the way for D.R. Horton and Lennar to begin building nearly 600 homes and advancing one of the largest private bets ever placed on southern Dallas.
