Memphis-based Fogelman Properties has taken over a three-year-old, 95 percent-occupied apartment community in northern Ellis County from developer Thompson Realty Capital and Vancouver-based Trez Capital, wagering that a suburb 18 miles south of downtown Dallas will outperform as construction dries up across the metroplex's southern half.
