The Public Utility Commission of Texas cleared Oncor to build the state's first 765-kilovolt transmission lines across roughly 424 miles of largely private West Texas ranchland, greenlighting a $14 billion project while thousands of rural landowners brace for eminent-domain proceedings and a contested Hill Country route stays unresolved.
