The Killeen City Council approved rezoning and a nearly $4 million tax increment reimbursement for Santa Fe, a 302-acre project on the city's northeast edge that would deliver 1.2 million square feet of industrial space and 536 homes for a California ownership group holding the land through a living trust and two law firm retirement plans.
