Dallas-Fort Worth developer Jeff Blackard is asking Prosper to rezone 143 acres at the Dallas North Tollway and U.S. 380 for The Marco, a canal-laced village of up to 4,400 homes wrapped around a 15-acre lagoon that would rank as his most ambitious project to date.
