Galveston Wharves trustees sent a non-binding memorandum of understanding with Royal Caribbean back to staff on Aug. 25, delaying a Pier 14 cruise terminal deal that could bind the port to a single cruise line for as long as 60 years and dictate where its construction dollars go through the end of the decade.
